Western Hospitality in a Changing World

Reimagining Alberta's Compensation Culture

Commissioned by the Tourism Industry Association of Alberta (TIAA) in collaboration with the Government of Alberta, Government of Canada and executed by Skift Advisory, this initiative was launched in response to persistent workforce challenges in Alberta’s tourism sector, including issues with recruitment, retention, seasonality, and housing.

The core objective of the Aligning Purpose, Profit, and Sustainability to Compensation Culture in Tourism project was to understand labor market conditions and pioneer an organizational change for tourism employers by shifting the industry’s employment strategy from pure cost-control to employee investment. By redefining compensation to include elements like wellness, leadership development, and career progression, the project aimed to establish a best practices standard to create more sustainable careers for Albertans

Phase 1 | Project Initiation
Development of a detailed project plan and alignment with key stakeholders.

 

Phase 2 | Research & Analysis

Execution of a "Global Best Practices Review" examining compensation and labor practices across five leading global tourism markets, alongside economic modeling to assess hidden labor costs and demonstrate return on investment (ROI).

 

Phase 3 | Engagement & Validation

Meaningful stakeholder engagement to capture diverse perspectives. This included executing surveys targeting tourism employers and the general public, as well as conducting six in-person focus groups to validate potential compensation strategies.  

 

Phase 4 | Strategy Development & Refinement

Crafting a comprehensive strategy and actionable functional tools based on stakeholder validation and data.

 

Phase 5 | Implementation & Evaluation

The development of a pilot program and an online portal to test strategies. Over the course of the project, this portal evolved into a robust, legislatively fenced, AI-powered HR advisor tool.  The tool was piloted and user feedback assisted with evolution of Knowledge Advisor for Tourism Employers KATE.  Canada's first ai powered HR tourism chatbot.

 

Phase 6 | KATE Launch 
The compilation of all findings, pilot program outcomes, and the launch of KATE to the public as a free for use specialized HR Advisor.

Global Best Practices Review

The Global Best Practices Review was designed to identify global destinations and companies with best-in-class labour models so that Alberta could adapt these innovative practices to build a world-leading tourism compensation culture.

To achieve this, researchers examined over 50 global entities to find leaders and innovators in labor and compensation.  Instead of analyzing a few labor models in their entirety, the report focused on five specific case studies, with each highlighting one best-in-class aspect of a compensation culture.

Joie de Vivre Hospitality's pay-for-performance model, which ties employee bonuses directly to guest satisfaction scores and hotel performance.
Training and Development

New Zealand's strong emphasis on safety and emergency preparedness.
Workforce Infrastructure

Vail Resorts' significant investments in affordable employee housing and comprehensive transit programs, including free shuttles for seasonal workers.
Branding and Reputation
Scotland's government-backed campaigns that promote the diverse opportunities in the tourism sector as a highly desirable career of choice.

Ultimately, the report aimed to evaluate how these successful global practices could be applied to the Alberta tourism sector to improve employer-employee dynamics, stabilize the workforce, and directly inform the broader Aligning Purpose, Profit, and Sustainability to Compensation Culture in Tourism project

Survey & Economic Modelling Report

The TIAA project’s Survey and Economic Modelling phase established a data-driven baseline for Alberta’s tourism sector. By surveying employers and the public alongside Service-Profit Chain modelling, the research quantified the financial impact of shifting from a "labor cost" to an "employee investment" mindset.

While data privacy constraints shifted the project away from a static ROI calculator, the findings were successfully integrated into KATE, an AI-powered HR advisor. KATE  provides employers with dynamic guidance on turnover costs, wages, and productivity alongside ringfenced legislative and regulatory requirements as well as the downloadable content below.  Free for use total compensation guides and templates were created as part of this phase of the project and are downloadable below.

A central discovery was a distinct misalignment between the initiatives employers typically fund and the benefits that actually incentivize workers to stay.

For instance, while 58% of employers provide external training, 67% of employees cite it as a primary driver for long-term commitment.

The economic models validated the hypothesis that capital spent on employees is not simply a sunk cost; it actively returns to the business by reducing hiring costs, increasing customer satisfaction, and boosting overall profitability

Optimizing the service-profit chain by linking employee satisfaction to guest experience, can increase total business profitability by 23%.

T​angible financial supports, specifically housing and direct compensation, outperform general perks or career development in securing long-term loyalty and commitment.

Targeted investments in Compensation, Training, Infrastructure, or HR Practices can each boost an individual business's bottom line by up to 12%.

While the public remains skeptical of tourism careers, current and former employees rated the industry highly for "Appeal" (7.92) and "Long-term Career" potential (7.71), though overall satisfaction sits just below the 8.0 benchmark.

While many of the outputs from the survey and economic modelling were integrated into the final phase of the project.  This research identified some useful practical tools that were developed for Alberta Tourism employers to understand and communicate total compensation and career progression opportunties within your organization.

The original project was initially envisioned as building a static online portal or another "static toolkit" combined with a business development HR training program.

Kate vastly improved on this by translating the strategy into an "always-on," dynamic, AI-powered platform that provides real-time, conversational guidance.

Kate was designed as an operational system for change. It moved the project from being a mere policy resource to a practical day-to-day decision-support tool that helps employers act by reducing administrative friction and uncertainty.

Integrated Resource Library

​Unlike a standalone report, Kate features a curated, vetted resource library with ready-to-use templates and implementation supports. It also integrates content from multiple authoritative sources, including Employment Standards, Occupational Health & Safety, and the Workers Compensation Board.

The project underwent a strategic pivot from its original design as a traditional, static education portal. Due to rapid technological advancements, falling costs, new tools and the challenge of effectively delivering vast amounts of HR best practices, the project evolved into KATE, an interactive AI-powered advisor. This shift ensures that small and medium-sized enterprises (SMEs) without dedicated HR staff can access real-time, conversational guidance rather than navigating a static library of documents.

The technical framework was significantly shaped by data privacy limitations. While the project initially aimed to build a rigid, standalone ROI calculator, this required extensive private data sets from individual businesses that were not available at scale. Consequently, the development shifted to a custom GPT framework. This approach embeds the project’s economic modeling and survey insights directly into the AI’s knowledge base, allowing KATE to provide nuanced qualitative and quantitative guidance rather than relying on a single, inflexible numerical tool.

Professional Pilot Testing

The transition from a static model to the KATE AI advisor was validated through a pilot phase with 25 tourism professionals, which generated over 1,500 interactions and 74 specific consultations, proving the tool’s practical value in daily operations.

Functionality Shift

​Testing revealed that users valued the tool more for generating documents (such as drafting specific workplace policies) than for answering simple compliance questions.

Conversation

Technical refinements were made to the AI’s "verbosity" to improve response speeds and move outbound resource links to the end of messages, ensuring a more natural interaction.

Operational Integration

The pilot demonstrated that the tool's greatest value lies in its ability to act as a day-to-day business assistant, helping operators move from "Am I allowed?" questions to "How do I do this?" instructions.
